The purchase comes amid improved relations between South Korean president Moon Jae-in and Kim Jong-Un's regime in North Korea.

Government sources quoted by Yonhap news agency, said that the new strategy includes the rapprochement of recent months between Koreas, bilateral summits and contacts between Washington and the DPRK.

Kim and U.S. President Donald Trump pledged to work towards denuclearization at their landmark June summit in Singapore, but the agreement was short on specifics.

Kim, who also serves as the president of North Korea's Olympic Committee, is scheduled to attend the two-day general assembly meeting of the Association of National Sports Committees in Tokyo, Chief Cabinet Secretary Yoshihide Suga said at a press conference.

The high-level talks in NY set for November 8 between U.S. Secretary of State Mike Pompeo and Kim were canceled and have yet to be rescheduled, despite anticipation that they will take place within this month, as Pyongyang has been unresponsive. Seoul's Defense Ministry confirmed the dismantling of 10 North Korean guard posts and said North Korean soldiers had used hammers to tear down sections ahead of last week's near-simultaneous demolitions.

Washington has also been calling for high-level talks through a different contact channel, but North Korea has not been responsive.

North Korea has not only been unresponsive to US offers for dialogue, but it shirked Seoul's offer to take part in a so-called Track 1.5 forum involving the other six-party nations.

During Pompeo's fourth visit to Pyongyang in October, he met with North Korean leader Kim Jong-un. "It suggests the U.S.is looking for low-priced ways to get progress on dismantling North Korean nuclear weapons".

On Monday, the sport was added to the United Nations cultural agency's list of so called "intangible assets" after a month of shuffle diplomacy by UNESCO between North and South Korea, both of whom initially made separate bids.

"The US is trying to draw concessions from us in talks and even to accomplish a wicked anti-republic plot", the Rodong Sinmun, the official newspaper of the North's ruling party, said in a commentary. North Korea ignored the invitation. Earlier this month the U.S. military provocatively held small-scale military drills with South Korea involving altogether 500 Marines. Although delayed this year so as not coincide with the Winter Olympics in South Korea, these war games involved more than 300,000 US and South Korean troops backed by artillery, heavy armour, warships and military aircraft.

"There are sanctions, and if you want to do something, like delivering or selling products or goods that are subject to these sanctions, you need to go for an exemption of these sanctions", the source said.
