A spokesman for the National Anti-Terrorism Committee said bomb technicians were examining an explosive device found at the scene.

Aksyonov, who described the alleged attacker, Vladislav Roslyakov, as "timid", speculated that "some movies" may have inspired the shooter to carry out the attack.

He entered the college in 2015 and got a gun permit and bought a rifle and 150 rounds of ammunition several days before the shooting, 112 reported.

Peskov said Putin has instructed investigators and intelligence agencies to conduct a thorough probe and offered condolences to the families of the victims.

Anastasia Yenshina, a 15-year-old student at the college, said she was in a toilet on the ground floor of the building with some friends when she heard the sound of an explosion.

"The Federal Security Service of Russian Federation is investigating at the crime scene, searching for more explosive devices", Russia's National Anti-Terrorism Committee said, revealing no more details.

Crimean leader Sergei Aksyonov said on Facebook he had gone to the scene and "all the necessary services are working at the scene of the incident".

It said information on the victims is being clarified and that "most of them are teenagers".

It also said that the suspect shot himself and his body had been found inside the college.

However, Olga Grebennikova, the college principal, told the Kerch.Net news website that the tragedy had been a school shooting and a terror attack.

An employee at a hospital in Kerch was quoted as saying that 18 people had already been admitted with injuries and that doctors were expecting about 50 more wounded to arrive.

Russian Federation has annexed Crimea from Ukraine in 2014, a move that triggered Western sanctions.

The attack drew parallels to the 1999 Columbine High School massacre in the United States in which 12 pupils and a teacher were killed - with some saying the shooter used it as inspiration.

"The President has instructed the Ministry of Health and Emergency Services Ministry to take emergency measures to assist victims of this explosion, if necessary, to ensure the urgent transportation of seriously wounded patients to leading medical institutions of Russian Federation, whether in Moscow or other cities", Peskov said.

The Interfax news agency cited local officials as saying up to 10 people might have been killed and about 40 others might have been injured by the blast.

It was not clear what the explosive was, if the attacker detonated it, or how many people it wounded.

Russian Federation has annexed Crimea from Ukraine in 2014, a move that triggered Western sanctions.
