USA envoy for N Korea to visit S Korea, China, Japan

Chung Eui-yong head of the presidential National Security Office walks to board an aircraft as he and others in a delegation leave for Pyongyang North Korea at a military airport in Seongnam south of Seoul South Korea Wednesday Sept. 5 2018. The

He says North Korean leader Kim Jong-un has sent him another letter.as the two sides look to start engaging each other again. on the regime's denuclearization.

The summit could provide renewed momentum to talks over denuclearisation between North Korea and the United States, after Trump cancelled a visit to Pyongyang by Secretary of State Mike Pompeo last month citing lack of progress. We will get it done together!,' Trump tweeted Thursday morning.

The initial sense of progress towards resolving the nuclear issue after the summit between Mr Kim and US President Donald Trump in Singapore in June has given way to an impasse, if not the unsafe situation of past year when the threat of conflict was strong. Chung said there was no discussion with Kim about rescheduling that trip.

Narrowing the gap and rebuilding trust between Kim and Trump is key in the dialogue - if any - ahead, he said.

Visiting media representatives in recent days have been invited to tour cutting-edge facilities and historical sites, as Kim has pledged to boost the country's economy instead of developing nuclear weapons and ballistic missiles.

The inter-Korean summit would come just before a gathering of world leaders at the United Nations in NY at the end of September, but Seoul said Thursday that it was unlikely Kim would attend.

North Korean leader Kim Jong-un and U.S. President Donald Trump held a landmark summit in Singapore in June, in which they agreed to work toward complete denuclearization.

North Korea has long sought a formal end to the war but US officials have said an end-of-war declaration could weaken North Korea's incentive for denuclearization, and raise questions about the 28,500 USA troops stationed in South Korea, a legacy of the three-year war.

The officials arrived in Pyongyang at 9 a.m. and were driven to the Koryo Hotel, where they were greeted by Kim's right-hand man Kim Yong-chol and Ri Son-gwon, the chairman of the Committee for the Peaceful Reunification of the Fatherland.

Yonhap's analysts saluted the South Korean government's role as a mediator in denuclearization talks and suggested North Korea might have pumped the breaks on Pompeo's trips to Pyongyang to give South Korean officials an opportunity to remain involved in negotiations.

Kim Jong Un will meet the South's President Moon Jae-in at a summit in Pyongyang in September to discuss nuclear disarmament, Seoul said on Thursday.

Pompeo, who is now visiting India, was a tad less enthusiastic.

This means North Korea "will completely halt long-range missile tests in the future, and is a very practical and significant step", Chung added.

Kim reportedly also did not have anything negative to say about Trump, and expressed that he wanted his relationship with the U.S.to continue to improve.

"The optics of a Politburo member standing next to evidence that North Korea has or is making progress in their nuclear program during the ongoing de-nuclear negotiations with the United States, to me it seems that China would not want that picture", Daniels said.

This is the first time the North Korean leader laid out a potential deadline for dismantling nuclear weapons, the development of which pushed the region to the brink of military confrontation previous year. Moon has made an end-of-war declaration an important premise of his peace agenda with North Korea.
