The Post says new evidence, including satellite photographs, indicate the missiles are liquid-fueled intercontinental ballistic missiles and are being constructed at a factory that produced North Korea's first such missile capable of reaching the United States.

Last week, it appeared North Korea had begun dismantling part of a key rocket launch site, but according to recent reports based on U.S. intelligence leaks, Pyongyang might still secretly be continuing its nuclear weapons programme.

The official did not rule out a one-on-one meeting between Pompeo and his North Korean counterpart on commitments made during the historic Jun 12 summit in Singapore between President Donald Trump and North Korean leader Kim Jong Un. Last month, intelligence agencies found that North Korea had continued to produce nuclear fuel even amidst negotiations with the U.S. Experts concluded that the Kim regime is trying to "deceive" the U.S. government. The photo includes a vehicle the Post says is similar to those used by North Korea to transport missiles.

Satellite imagery of the Sanumdong facility shows that the site is "active", Jeffrey Lewis, a nuclear expert at the Middlebury Institute of International Studies (MIIS) told the Washington Post.

Despite the new evidence suggesting otherwise, Conway seemed dismissive of the news, which indicated that North Korea had resumed its nuclear program and not taken concrete steps to denuclearize, as Trump insisted they would.

"We see them going to work, just as before", one official told the Post.

Following the Singapore summit in June, Trump had declared that Pyongyang was "no longer a Nuclear Threat", and touted his own diplomatic achievements.

Immediately after meeting with Kim, Trump assured the world that "there is no longer a Nuclear Threat from North Korea."

A USA official who spoke to Reuters said one photo showed a truck and a covered trailer similar to those used to move previous North Korean ICBMs.

Officials on condition of anonymity told The Washington Post that North Korea was intending to deceive the United States by misinterpreting the number of research facilities and warheads, and claiming that their country had achieved complete denuclearisation.

Liquid-fueled ICBMs, such as the Hwasong-15, require lead-time to make ready for launch and are therefore considered less destabilizing than solid-fueled rockets, which can quickly be prepared for a first strike. "Fissile Material" is uranium or plutonium that can be used to produce the nuclear fission reaction necessary for nuclear weapons. Recent photos suggested the North Koreans were in the process of dismantling a test engine stand at a satellite launching station, but various analysts warn the gesture is mostly symbolic since tests there were already complete.
