Trump said earlier that a resolution would help USA firms that supply ZTE with components, but members of Congress, including several Republicans, warned that the U.S.is being too lenient on a company that has violated US sanctions.

"If Beijing was under the impression that Trump's $50 billion of tariffs were actually on hold, they may find this confusing", Chad Bown, senior fellow at the Peterson Institute for International Economics, said.

The White House initially proposed $150 billion in tariffs. "The Chinese government has the ability and wisdom to handle such situations".

After that meeting, the two sides announced that Beijing would buy significantly more USA agricultural and energy products in a bid to reduce the bilateral trade deficit, and they said they established a framework for addressing technology trade irritants. "So far, there's not much of that in evidence".

The Trump administration previously announced a list of Chinese products affected by the tariff primarily focused on electronics, aerospace and machinery products.

Tariffs will also be cut on processed foods such as aquaculture and fishing products and mineral water, from 15.2 percent to 6.9 percent. And while they do not include apparel and footwear, the industry is concerned about their possible inclusion on any lists extended to additional products imported from China. They warn the duties could end up raising costs for American consumers, devastating farmers and hurting other exporters if China proceeds with retaliatory duties.

The Commerce Department informed Congress on Friday of a plan to ease penalties on ZTE (ZTCOF), the Chinese phone and telecom equipment maker that was crippled by an export ban issued in April as punishment for what the United States said were violations of its sanctions against North Korea and Iran. Under the deal, ZTE will oust its management team, hire American compliance offers and pay a fine - on top of the $1 billion it's already paid for selling equipment to North Korea and Iran in violation of USA sanctions.

All three measures are being taken as a result of a seven-month investigation the Trump administration began into China's handling of data and intellectual property, which wrapped up in late March.

The United States imposed crippling sanctions on ZTE due to national security concerns.

The White House said it will also implement "specific investment restrictions and enhanced export controls" for Chinese individuals and entities related to technology in the coming weeks. The Treasury has presented its findings to the president, but its conclusions are yet to be made public.

She urged the USA to "follow the spirit" of the recent consensus reached between Washington and Beijing, to abandon trade wars and back off imposing tariffs on each other.

The Trump administration will continue with a plan to impose a 25 percent tariff on $50 billion worth of Chinese goods and restrict Beijing's investment in high-tech companies in the United States, the White House said Tuesday.

A statement from the White House yesterday (29 May), said China has consistently taken advantage of the American economy with practices that undermine fair and reciprocal trade.
