Solano prosecutor says suspected abuse of children inflicted 'for sadistic purposes'

The children, who range in age from 4 months to 12 years, were taken into protective custody after they were found living in what police describe as "squalor and unsafe conditions" at the home in Fairfield, north of San Francisco.

The investigation began after police responded on March 31 to a report of a missing 12-year-old. According to a police statement, the boy was found sleeping under the bush of a nearby home. Officers said they conducted a search of the home due to concerns for the safety and health of the child and the child's siblings.

The mother, 30-year old Ina Rogers, was arrested and booked into Solano County Jail for child neglect the same evening.

They arrested Rogers on suspicion of child endangerment and had all 10 of the children placed into Solano County's Child Welfare Services.

But Rogers, who works at a heart-monitoring company, said the home was messy because she had been searching for her son who had run off after his computer was confiscated.

Rogers, who is now out of jail after posting $10,000 bail, talked to the reporters about the seizure of her 10 children. Detectives from the department's Family Violence Unit then started their own investigation and found evidence that the children had been subjected to physical and emotional abuse, Hurlbut said.

As a result of the investigation, an arrest warrant was issued for the father of the children. The 29-year-old man was arrested and is being held on more than $5-million bail.

Jonathan Allen, a father of eight of the children, was charged with seven counts of torture and nine counts of felony child abuse, by the Solano County District Attorney's Office.

Rogers was arrested and released after posting $10,000 bail on April 9.

The Solano County District Attorney's Office described this type of crime of torture as inflicting pain with the intent to cause cruel and extreme pain and suffering, and in this instance, for a sadistic goal.

She gave reporters a tour of her house on Monday, denying that her husband had abused the children.

Rogers told the media that the reason the home was in disarray was because she tore up her house looking for her missing child. He was booked into the Solano County Jail for nine counts of felony torture and six counts of felony child abuse.

She stated she feels she's being judged for having so many youngsters and selecting to home-school them.

Rogers said the children slept in one bedroom because they were close; cots were stored in a bedroom closet.

She described herself as an "amazing mother" and her husband, Allen, as an "amazing person".

Henry declined to say whether the district attorney's office would file further charges against Rogers. "But I don't know how you can keep it quiet when you have 10 kids".

Rogers informed reporters she's shocked police had leveled essentially the most severe accusations in opposition to her husband, as he was not the disciplinarian of the household.
